5 Steps to Understanding the Property Tax System
Right now, Texas is having one of the biggest conversations in its history about property tax. It is also one of the least understood. We’ve taken a complex system and reduced it to simple slogans. But complex systems don’t respond well to simple solutions, they respond to structure. And the system we have today is part of why Texas is leading the nation in economic growth. Hundreds of companies and thousands of families have come here because of the environment we’ve built. That doesn’t mean it’s perfect. But it does mean we should be careful. Because when you remove a tax, the cost doesn’t disappear, it moves somewhere else. Let’s not bulldoze the ranch to fix a fence post.
Before we change the system, we must understand it. That’s why I built five simple steps to help make it easier to see how it actually works: not to tell you what to think, but to give everyone a shared foundation. This isn’t a conclusion. It’s an invitation to think differently about the system that shapes our communities and our future. The goal is simple: to move the conversation from arguing about the system… to understanding it.

1. Property tax is not just one tax
Your bill is a "stack" of taxes from different local entities such as your city, school district, etc.
2. Services create the budget
Services like police and roads dictate the budget, which then dictates the tax rate.
3. Your bill is based on your share
You pay your proportional "share" based on how your value compares to others.
4. Removing a tax does not remove the expense
Cutting a tax doesn't cut the cost of the service; the money usually has to come from somewhere else.
5. The system includes a safeguard
You have the right to protest your appraisal to ensure the system stays accurate.
